Andrew J. Maniglia Vice President of Development, New York City Office 212-588-8868 amaniglia@gilbertilaw.com As Vice President of Development, Mr. Maniglia draws on over 25 years of experience in finance, economic development, governmental affairs, and public sector management to promote the strategic and sustainable development of all firm operations.
Mr. Maniglia joined Gilberti Stinziano Heintz & Smith, P.C. following ten years with Ginsburg Development Companies, LLC. While at GDC, he served as Vice President for Development and Chief Governmental Affairs Officer. Prior to GDC, Mr. Maniglia began his career as a banker with Chemical Bank where he managed corporate and regulatory compliance in New York and Washington DC. Mr. Maniglia also served as Vice President for Marine Midland Bank in charge of regulatory and credit compliance.
Shifting his professional pursuits to the public sector, Mr. Maniglia became Deputy Mayor and Chief Fiscal Officer for the City of Yonkers. While Deputy Mayor, Mr. Maniglia was chiefly responsible for finance and economic development. He was instrumental in instituting compliance efforts with the federal courts that ultimately led to a settlement resolution in the housing desegregation case (NAACP v. City of Yonkers). In addition, Mr. Maniglia was the major force behind the master plan for the Hudson River waterfront development; he negotiated the Austin Avenue Retail Center; and restructured and reconstituted the Yonkers Industrial Development Agency. Even Wall Street took notice of the City of Yonkers as Mr. Maniglia balanced every city budget and was responsible for raising the City's credit outlook among the three major credit rating agencies from stable to positive.
An experienced public sector manager, Mr. Maniglia served as Director of Finance for the NYC Educational Construction Fund, where he structured $45 million in funding for the Battery Park City School (PS/IS 89), and managed bond proceeds for the entire co-occupancy structured portfolio.
Throughout his career, Mr. Maniglia has served on numerous Boards and Agencies including: the Westchester County Industrial Development Agency, the Rockland Business Association, the Arts Alliance of Haverstraw, and the Westchester County Philharmonic Symphony Orchestra.
