Donald T. Ross, Esq. Associate 518-476-2001 dross@gilbertilaw.com Mr. Ross counsels clients on accessing state and federal tax credits and other economic development incentives. Mr. Ross also focuses his practice on issues surrounding land use and public finance. Mr. Ross previously served as general counsel to the New York State Department of Economic Development. In this role, Mr. Ross advised the commissioner and department staff, as well as municipal governments, economic development practitioners and businesses, on the state's many economic development programs, including the Empire Zones program. Prior to law school, Mr. Ross was a member of the staff of Governor George E. Pataki, where he served as a Research and Policy Analyst from 1995 to 1998. Mr. Ross has also worked at the Dormitory Authority of the State of New York and the New York State Canal Corporation. Mr. Ross’ interest in public service and politics began with his tenure as a research assistant to then-State Senator Pataki.
