Mr. Cooper concentrates his practice on Real Property Tax and Eminent Domain matters. He has over 25 years of experience successfully litigating complex valuation issues involving different types of properties and property owners, including: major office complexes, hotels, and motels; retail establishments, "super malls", and power strip centers; nursing homes and assisted living facilities; apartment complexes and condominiums; vacant land; and industrial and manufacturing facilities, among many others.

Mr. Cooper has litigated property tax matters involving environmental contamination, pilot assessments, exemptions, capital improvements and easements. He has represented property owners in New York, Massachusetts, Connecticut, Pennsylvania, and New Jersey.

Mr. Cooper is also an experienced appellate attorney, having argued numerous appeals in the Supreme Court, Appellate Division, Third and Fourth departments. He has lectured on property value issues for the Greater Syracuse Association of Realtors, The New York Association of Mining, The Building Owners and Managers Association (BOMA), The Central New York Chapter of the Appraisal Institute, and the New York State Bar Association.
