Patricia S. Naughton, Esq. Of Counsel 315-442-0164 pnaughton@gilbertilaw.com Ms. Naughton focuses her practice on the areas of civil litigation, appellate practice, environmental law, and land use. She has represented a number of public and private clients, including public transportation authorities, water districts, school districts and local municipalities as well as private commercial and industrial developers. Ms. Naughton is fully-versed both in the statutory and regulatory requirements governing such developments, including SEQR and New York Eminent Domain Procedure Law, and in the financing mechanisms available to such projects, such as PILOT agreements, brownfields programs, and the like. Most recently, Ms. Naughton has represented the single largest tourism destination facility ever designed for Central New York, and has worked extensively with local governments and public agencies to bring that project to fruition. Ms. Naughton also has substantial experience in both administrative law and appellate practice and served as co-counsel on the Public Service Commission application for the world's longest direct current underground transmission line. Prior to joining the firm, Ms. Naughton clerked for the chief judge of the United States District Court for the Northern District of California and taught law as an adjunct professor at the University of Santa Clara Law School. Ms. Naughton, a music enthusiast, is passionate about supporting the arts. She is a supporter of local theatre and opera companies and actively works to increase their visibility in the community.
