Richard A. Palumbo, Esq. Mr. Palumbo's practice is focused on the development of environmentally sensitive projects for government and industry and on litigation involving the disposal of hazardous waste and petroleum products. Mr. Palumbo has represented both public and private sector development of solid waste management facilities, including regional landfills, waste-to-energy plants and waste transfer stations. He has represented several of the nation's largest steel companies, and negotiated an agreement on their behalf for the voluntary remediation of contamination left behind by decades of steel manufacturing and coke processing operations. It stands as the largest brownfield project in the state. Mr. Palumbo has also represented industrial clients in CERCLA litigation in the federal courts throughout the northeast. He currently represents the state of New York in connection with its proposal to construct and operate a statewide wireless network for communication among public agencies and emergency service providers. He also serves as special counsel to several public agencies and municipalities regarding the State Environmental Quality Review Act and related environmental and land use issues. Mr. Palumbo earned his J.D. and his M.B.A. from Syracuse University. He is a member of the New York State and the Monroe County Bar Associations. Mr. Palumbo is admitted to practice in New York State as well as the United States District Courts throughout New York. He is also admitted to the United States Claims Court.
