Mr. Kelly focuses his practice on environmental, energy, infrastructure finance, and real estate law. He counsels private and municipal clients on all aspects of development projects, from financing to zoning.
Mr. Kelly previously served as executive vice president, general counsel and chief of staff to the New York Power Authority where he managed litigation, drafted legislation, and developed and implemented policy for the Authority.
Prior to that, he was president of the New York State Environmental Facilities Corporation, providing low-cost capital and expert technical assistance for environmental projects in New York State, and consulting services to the United States Agency for International Development, a branch of the United States Department of State.
Mr. Kelly served as New York's representative on the Chesapeake Bay Watershed Blue Ribbon Finance Panel charged with developing innovative solutions for financing the ongoing restoration of the Chesapeake Bay Watershed. He has also served as village attorney in Brewster, and assistant counsel to several State senators.
